Luxembourg-city ranks as the world’s top city for personal safety and security, according to a survey realized by Mercer Human Resource Consulting in 2005. The analysis was based on relationships with other countries, internal stability and crime, including terrorism. Law enforcement, censorship and limitations on personal freedom were also taken into account.
In a 2008 ranking analyzing the stability of 232 countries, Luxembourg has been named third most stable nation. Only the Holy See (Vatican) and Sweden preceed Luxembourg, which scores an average of 99 points out of 100.
In the 2007/2008 Human Development Index Luxembourg ranks 18 out of 177 countries. The United Nations index measures human development in the following areas: life expectancy, adult literacy and enrolment at the primary, secondary and tertiary level, purchasing power parity and income.
Luxembourg is at the 4th position when it comes to quality of life. The quality of life index 2008 takes into account cost of living, leisure and culture, economy, environment, freedom, health, infrastructure, safety and climate.
